Finance Secretary John Swinney wrote to the Treasury calling for access to funds from the UK Government, which argues devolved authorities should pay.

His plea came after Health Secretary Nicola Sturgeon argued mass vaccination was in line with policy across the UK and should be paid for by the Treasury.

The findings of a nationwide survey showed just 60% of "micro" enterprises had successful applications this year, compared with 82% in 2007.

Finance Secretary John Swinney said the figures showed a need for banks to "step up" their support for Scotland's "viable and crucial businesses".

The cash, from the Big Lottery Fund's Life Transitions programme, aims to support people and communities undergoing change.
